this is due to the driver missing or uninstalation of the touchpad you must try to reinstall the driver again.
for any harware problem you can check the status in
DEVICE MANAGER present in CONTROL PANNEL(WINDOWS VISTA)
WINDOWS XP you can search this application in windows search.

First get to the dell support site and download the driver for the touch pad..and run it again in the laptop ..If this will not fix the issue you have to consider reinstalling the computer cause you may have a bug or something affecting it ..or open it up and check the ribbon of the pad and see if it has no damages...If you find a spare part you may change it ..if you suspect it has issues..but this is not a frequent issue and most likely it is from the driver..Either was not installed after a complete re-installation of the Operation system ..or something interfered and corrupted its functions .
Here is the link for your model ..where you can look for drivers..(select your operation system )
just select the OS you use ..and under the mouse and keyboards..you will find 2 drivers for your touch pad...Download the most recent one..and run it ...into the notebook ..restart and see if it works or not ..Good luck and please rate the answer if it helps ..

If battery works and ac adapter has problems that means electrolytic capacitors maybe dried up(not supplying the current needed to run the laptop) and has to be cured by using the laptop more often.
