Where on a Gateway DX4200 MB does the red/white wire coming from the power on switch?

You'll need to get your hands on the manual for that specific motherboard to determine where the pins are for the two Power On plugs. Lacking that, many motherboards have the pins for the entire set of front panel wires labeled--I do suggest you get a magnifying glass if you're stuck with this route, and the labeling is often not specific as to the precise placement of the plugs onto the motherboard's pins, meaning you'll sometimes have to simply trudge through the tedious process of trial-and-error.

I have an Intel motherboard E210882 with front audio (2 USB Ports and only 1 Audio Jack (green color). I need the proper wire placement to connect each of the above to the correct pin in the J9C2 Pin Box....

It doesn't matter where USB ports go, they're universal.
Audio ports are usually labeled by color. Plug similarly colored plugs into similarly colored holes. It's possible your laptop might not have all the slots for the box.

I need the order for placing wires black in place. for front panel and reset, L ED. placement order for which they are placed back on the switch.

The wire placement is usually written small right on the motherboard. Each front panel connector should be labeled.
Here is the owner's manual for the motherboard:
