You have either a faulty/worn out battery or a faulty charging circuit.
Recharageable battery have a finite number of charge and discharge cycles and over the years the battery life gets shorter and shorter until it is worn out and won't charge any more.
If the battery is more than 2 years old then the battery is most likely worn out and needs to be replaced.

Charging is runing but battry not charge.

If the cell phone battery is more than 3 - 4 years old then the battery could be worn out. Rechargeable batteries have a finite number of charge and discharge cycles and will lose their charge capacity over time, i.e. won't charge to 100% and gradually the charge reduces until the battery won't charge up at all. OR The battery shows a 100% charge but when the adapter is disconnected the battery drops off to zero capacity in a very short time. If the battery drops to an unacceptable charge level then the battery needs to be replaced. Rechargeable batteries will fail if stored in a discharged state for long periods.

Acer Aspire battery level suddenly drops 80 %

Have you seen inside a laptop battery, it's not just a battery. It also has control circuitry inside, could be that. Not usually repairble but you can do some makes of battery. See here:Circuit.
Personally I would buy a new battery.

I have an acer aspire one .The problem is that it's battery dfoesn't get charged over 75% even after prolonged charging.

This shows that the battery is not healthy enough to accept 100% charge and is only healthy enough to accept 75%.

The solution is to claim warranty support on the basis of a faulty battery, if you have not had it long.
The alternative option is to purchase a replacement battery, you may even get one that holds more charge. A 6cell will enable you to use your laptop longer than that of a 3cell.

Thanking you

My battry is not charging properly.it goes upto 100% and the charge is finished in 4 or 5 minutes

Laptop batteries worn out with the passage of time and their charge holding capacity decreases.
The battery now has very less charge holding capacity (equal to 4-5 minutes), that's why it says it is 100% charged (capacity of 4-5-minutes).
So, it is recommended to replace the battery with original battery as it would last longer and serve you better.

Let me know if any further clarification/ assistance is required.

Good Luck!

My laptop has problem, it is not indicates charging light and also not charging so it can't start should i replace battery ? how can i run my laptop on dirict pluged in plz, give me idea

Well It doesn't seem to me the problem of battry so replacing it is not a gud choice if you want to confirm that then take out the battry off your laptop Plug in the power pin and press the power button see if it start on direct pluging if it does then it must be your battry which requires a replacement and if does not than you power plugin socket needs to be reparied. Hopefully this would help...
