It does not start the line to the gas tank was completely deteriorated ,it was replaced it's getting gas to the carburetor just won't crank
Most small equipment is 32:1
4 oz oil to a gallon
8 oz to 2 gallons of fuel
Some Chain saws may be 40:1
Cranking: is a term for a car -- that the starter will not
turn the motor over
You have a no start condition

if you take apart the carburator youll see a screen under the plate on one side once together turn the mixture screws in all the way till you feel it seat or tighten then back out each screw 1 to 1 and 1/2 turns then start the engine the key is to get it to idle once it idles turn the mixture screw the low side it will say l or h below the screw turn it in which clockwise till it runs smooth then back out slightly till it just starts to miss then rev up the throttle and adjust the high side which is towards the filter turn the mixture screw in till it revs to the highest point which I call the sweet spot your pretty close to what you need

Sounds like a lean condition. Rebuild carb, replace fuel lines and fuel filter and you should be ready to blow the leaves.
