The beep codes are in your manual. Two beeps means your RAM is not detected. Open the case, remove and re-seat the RAM and try restarting.

Vostro 1000 2 short beep ?

Those beeps are service codes given according to what bios you use. If this website does not help you go to the setup screen at start up if you can get in and tell me what bios it uses. I think dell may have their own. http://en.community.dell.com/support-forums/desktop/w/desktop/3624.beep-codes-and-psa-diagnostic-chart.aspx

How do you clear a bios password that I forgot for a dell inspiron 5000e?

Open the cover of your PC. Find where is the battery installed. Closely observe that near battery, the is a three position jumper. Two positions will the short and one will be open. Usually they are termed as 1 2 and 3. Usually 1 and 2 pins are kept short. Position the jumper to pin 2 and 3 for five minutes then back to 1 and 2. Start the PC. All the CMOS settings including password will be gone. You can set new password and other settings now. :-) (ehteshamhusain@yahoo.com)
