The exhaust ports start from the side of the engine block 2hp -90hp then v4 and v6 and v8 are between the v blocks ! from there they go down the leg unit , top rear of leg have an outlet for tickover then the main outlet is either through the prop or above it on small or old type engines !

SOURCE: mercury outboard 3.5 motor stalls

not sure here as i normally answer car questions but if this engine is of the new generation and its all electronic then it has to be plugged in to locate the fault .My outboard was playing up like this with loss of power and the dealer wanted a small fortune to repair the pump which feed the fuel injection system so i took it apart and made a new valve for it out of a piece of fishing hook plastic wrapper and a bit of copper wire hook type thing i made and that was about 5 yrs ago and its still running fine

WHY WOULD A B LACK OILY DISCHARGE DRIP FROM THE EXHAUST PORT BEHIND THE PROP?

oil /fuel mixture has too much oil in it . What the engine doesn't burn it pukes the rest into the water from the exhaust.

Check pump housing and plate for wear, make sure aluminium housing not corroded under plate. Suggest fitting electric drill to drive shaft and emerse lower unit in bucket of water.make sure drill doesn't get wet.is motor going into gear, maybe splines are rusted off in crankshaft, could also have holes in inner exhaust side plate

Water does not come out of the port hole all of the time.

you might just have dirt in the water view port try a real smal drill bit BY HAND to clean the hole . if the morot doesn't run hot then you really don't have a problem

Mariner 25hp 2stroke outboard. runs fine when

With what you said.get the water pump done.A little bit of rubber is cheaper than metal. If the motor has a few years on it,the pump does need to be replaced. If the motor overheated after a few minutes, the pump needs replacing now.Yours sounds like it's on it's way out.A bit of sand etc. can do a fair bit.Hope this helps
