Take off the slide plate and reseat the bobbin case. Can you turn the handwheel by hand now? If not, you may have a thread jam that seized the machine causing the security device to activate to prevent further damage. This doesn't seem like a situation that would fry a board, but if it moves freely, but still won't turn on; take it to a technician or return it.
PE Design versions require certain OS'es, later versions work on newest WIndows 8. The PE Design software requires the right operating system and a CARD READER that also serves as a security device which allows the software to work.

Ester,
You will need to upgrade to Palette 8,0 or NeXT versions that are compatible with Windows 7. I'm not sure if Palette 7 upgrade will work either. Other option, may be to get old computer with Windows XP and the right Parallel printer port with the card reader security device for Palette software to work.
try making sure the power cord is securely plugged into the machine also the make sure the foot pedal is also securely plugged into the machine make sure the outlet also is working
Just an idea, but have you tried running the software in Windows 95 or 98 Compatability mode??
Right click on program icon scroll down to propertys CLICK,...
This should open a box with several tabs on the top.... click tab that says COMPATIBILITY and Check the box that say RUN PROGRAM COMPATABLE with windows 95 or Windowns 98.
Click OK and try the program again.
Just a suggestion, but it MIGHT work. Work a try,
Good Luck,
