What does code 13 mean for a 2000 mercury cougar

If you mean P0113 then it is an intake air temperature circuit high output. Which means some of the possible problems could be a dirty air filter, defective intake air temp. sensor, defective MAF sensor, or faulty or corroded air intake temp sensor.
Now if it code
P0133 then the cause would be an O2 sensor. Which is bank 1 sensor 1.
In some cases on older vehicles code 13 means there are no problems but that was back in 95 and before.

I'm unclear what you mean by "#13 stops", Chris... but a pulsating current draw from the battery MAY be turn signals or emergency four-way flashers.
