SOURCE: camera & Video are not working
There may be a soft or hard error... For software fault Restore your phone with these codes *#7370# & *#7780# it will ask for security code and then phone will restart and return to its original fectory setting. Please backup your phone memory data as they will be erased... For hardware error Go to NOKIA CARE...

Format the entire phone. This will delete everything on the phone, but so back up pics, videos, etc on the memory card.
1. Turn off phone
2. Hold the following keys down WHILE it's turning back on:
3. (3 + * + green call key)
4. Do not let go till it asks about your location
5. Let johnny_20 know how it goes :)

you say the phone powers up and lights the keypad and the camera blue circle... has this phone EVER been in contact with liquid,or dropped / sat on? have you tried to unlock this phone yourself,or has someone else tried for you? it seems like there is some sort of liquid issue here that had made the phone dysfunction...and i have seen cases like this where the phone gets wet,has fallen in some drink,and you try to dry it out and think it is going to be ok because it lights up... is this what has happened? if this is the case then there is no solution to your problem apart from get another phone and take care not to let it come into contact with liquids of any kind..(even rain )
or yet again the firmware/ flashware has been rendered useless.. this would be either by a bad unlock or as above,liquid contact

I have this same problem, when you switch the camera function on it doesnt even give you the option to turn the flash on as the option is greyed out. I think it is an error in manufacturing and something you can't fix :(
