SOURCE: I have just aquired my deceased sistershozelock

It sounds like there is a obstruction in the line. disconnect the connection from the reel to the hose shutoff and blow the line out with compressed air.

They are security screws to stop you take it apart because of the HUGE coil spring inside it. Make sure you are wearing full PPE, gloves, eye protection and full face shield, with neck area and arms covered. It is likely to come at you as the halves split.

I bought a Diablo retractable air hose reel from Harbor Freight . The first time I used it it would not retract. How can I get it to react the air hose.
For one model of the retracable air hose reel, you need to slowly pull out the hose until you no longer hear any clicks. Then let the hose retract (without letting go of the hose). The hose reel locks after the first, second or third clicks after the hose has been pulled out past 1/2 revolution of the reel.
