The front windshield washer pump of your Citroen Ds3 does not work anymore./
pump dead, means pump motor is dead.
that means no 12vdc to the pump. is why, called DC POWER. pump sounds normal, dead.
if lines are clogged pump still spins
if impeller in pump is clogged, motor can't spin and may blow fuse.
so switch for pump is bad or the fuse blew again.
so use a volt meter at pump motor pins 12vdc,(2man test) and if not there work backward to switch then fuse.
You have to remove the engine front cover (over timing chain) and remove the oil pan to get the oil pump in and out. You don't have to remove the heads, however.

Oil pump To install:
NOTE
Inspect the oil pump and engine block oil gallery passages. These surfaces must be clear and free of debris or restrictions.
Align the splined surfaces of the crankshaft sprocket and the oil pump drive gear and install the oil pump. Install the oil pump onto the crankshaft sprocket until the pump housing contacts the face of the engine block.
Install or connect the following:
NOTE
Lubricate a NEW oil pump screen O-ring seal with clean engine oil.
NOTE
Push the oil pump screen tube completely into the oil pump prior to tightening the bolt. Do not allow the bolt to pull the tube into the pump.
Oil pump bolts. Tighten the oil pump bolts to 18 ft. lbs. (25 Nm). Crankshaft oil deflector
NEW O-ring seal onto the oil pump screen
Align the oil pump screen mounting brackets with the correct crankshaft bearing cap studs.

drain coolant until below water pump level. loosen water pump pulley bolts.then remove drive belt by rotating belt tensioner.remove drive belt from the right of idler pulley.carefully release the drive belt tensioner spring tension.then remove water pump pulley bolts and pulley.remove water pump bolts and water pump pay attention to the position old water pump when removing water pump so you can line up new water pump holes to the engine. be sure clean engine water pump mounting surface use gasket remover dont scratch engine surface when cleaning removing old gasket material. take new water pump gasket get it mounting holes line up with new water pump mounting holes.when done getting engine water pump surface clean.water pump gasket paper you need to put thin layer of sealer on both sides of water pump gasket use RTV SILICONE.LET SET UP 10 MINUTES. PUT GASKET ON WATER PUMP BUT FIRST MAKE SURE LINE UP GASKET HOLES WITH WATER PUMP HOLES BEFORE PUTTING ON THE GASKET SEALER.when gasket sealer set up 10 minutes then install new water pump with gasket to the engine torque to 89 inch lbs.or 10 NM that is about 7 ft lbs torque.you should be able turn water pump by hand if you cant turn water pump by hand got too tight damage water pump shaft bearing.when all done wait for THREE HOURS. before adding coolant i let RTV CURE SOME. torque water pump pulley bolts 18 ft lbs.
Remove the water pump access plate from the front cover.
Remove the right hand fender liner.
Important: A drain plug has been provided at the bottom of the water pump assembly for additional coolant drainage from the engine block and water pump.
Drain the coolant from the water pump using the plug at the bottom of the pump.
mportant: The water pump holding tool supports the sprocket and chain during water pump service. The tool must be used or the balance shaft must be re-timed.
Install the J 43651 into position.
Tighten the bolts on the water pump holding tool into the threads on the water pump sprocket.
Install the access cover bolts that were removed earlier to secure the water pump holding tool to the front cover assembly.
Remove the 3 inner water pump sprocket to water pump blots.
Important: Be sure to remove both water pump bolts from the front of the engine block.
Remove the 2 water pump bolts. Remove the rear 2 water pump bolts.
Remove the water pump.
Remove and discard the water pump O-ring seal.
Installation Procedure
Important: Prior to installing the water pump, read the entire procedure. This will help avoid balance shaft chain re-timing and ensure proper sealing.
Install a NEW water pump O-ring seal.
Important: A guide pin can be created to aid in water pump alignment. Use a M 6 m x 6 mm stud. Thread the pin into the water pump sprocket.
Using the guide pin, align the pin with the water pump holding tool.
Position the water pump against the engine block and hand tighten the water pump bolts.
Notice: Refer to Fastener Notice.
Install the inner water pump sprocket bolts. After 2 are snug, remove the guide pin and install the 3rd bolt. Tighten the bolts to 25 Nm (18 ft. lbs.).
Tighten the water pump sprocket bolts last. Tighten the bolts to 10 Nm (89 inch lbs.).
Remove the J 43651.
Install the water pump access plate and bolts. Tighten the bolts to 10 Nm (89 inch lbs.).

Well, we can have a one on one seminar by the internet. I've been a pumpman for 20 years. I can share with you my experience (household pumps, suibmersible pumps, turbine pumps, gear pumps, piston pumps, dewatering pumps, mud pumps, trash pumps, mining pumps, solids handling pump, etc....) Just take your pick. Just send in your e-mail for assistance. God bless.
Hi there. Not necessarily. Inside the pump the impellor is plastic. Sometines the fins deteriorate to the point where the pump hums but won't move water. Other times the pump hums but won't actually run. The pump is generally fixable. If you are handy you can remove the pump and take it to any pump repair shop to be reconditioned, usually for about $50-75.
