Even if the president would do something like that, knowing it is agains any law he will not order that. Even the president has to live by the law. The only way he can decide things if there is not a law, have to do with the security of civilians in war time and terror attacks. But how far he can go in these situations is also put down in law.
So i think this is pure fiction.

Other than tripping over the cord there's no additional danger. It is however not too bright to use a cell phone during alightning storm, plugged in or not.
