the best way i have found to test glow plugs is to disconnect the wire to the plug and get you 12volt test light and put your negitive lead of the test light on the positive battery cable so when you touch the test light to any ground the light will light. so now go check your glow plugs and if you have one that doesnt light the light its burned out.

Have u checked for vacuum leaks or poss leaking EGR valve? use carb spray around the upper intake manifold where it bolts to the lower manifold, spray vacuum lines where they are connected to the engine vacuum ports, the idle speed will change if u hit a leak, as far as the EGR valve goes see if it gets hot at idle, if it does it is leaking, if all checks ok replace the O2 sensor, but i suspect u will find a leak at the upper intake plenum.

most likely the relay. its located to the left of the fuel filter( looking at the motor from the front). my experience is that they only last about 50,000 miles. the part costs about $20 at an navistar dealer. remove the cowl over the filter, disconnect the batteries(so you don't short the new relay out if you cross the polarity with a wrench) ,remove the four wires from the ceramic relay, un-fasten the relay from the base. reverse the process with the new relay. CAUTION; do not over-tighten the nuts on the wire studs, you could crack the ceramic relay.(iv'e done it) . hope this helps

If you are looking for a complete wiring harness diagram then faxonautoliterature has the original Ford service manual for your truck which has complete diagrams in it. If you are looking for components to check then Haynes Diesel Engine Repair Manual, part # 10330 has good diagrams of components and terminals pinpointed for testing purposes as well as the specs for those tests and a good diagnostic section. I did this exact thing.. I see your date of posting is a while ago, however let me know how you ended up.. If you leave the battery connected while installing the relay you can short it out causing the problem all over again.. also there is a couple points that run along that wiring harness that are known to rub through.. let me know how you did!
