My forever roses were beautiful but this spring I noticed black spot o the stems and fluffy leaves and flowers

Fungal disease forms black spots all over the foliage of rose bushes.

Remove as much of the affected plant as possible then treat it with a fungicidal spray.

Repeat the treatment every ten days until the disease has been eradicated..

I do not know when you are suppose to prune, or cut back rose bushes? I live in Florida and you never know about what kind of weather you will get. Also, what is happening when the leaves get black or...

Fertilize them and make sure they have plenty of water after fertilizing. It's bset to have mulch around them at this time of year. You can cut them back some, depending on size but, leave enough to give shade beneath plant for the roots. Best time to trim them would be spring, before the major heat. You don't want the root system soaked all the time so, with the mulch, maybe water every other day, in the morning, to let water soak in and dissapate.
Good luck,
Dave
