Most likely this is a valve problem caused by a carbon build up around the valves. This is not a job for the novice due to it being an overhead valve engine. Poor quality gasoline can cause this problem. I recommend that you always use white gas if it is available in your area. If it is not available try to find the gasoline that has the lightest yellow color. The darker the yellow color the more sticky varnish deposit that will be left behind. And totally avoid gasoline that has a orange color. The darker the color the more problems it will cause.

Don't forget the interlock cutouts that kill the engine (by turning off the ignition) if (a) there is noone on the seat when the PTO is on or a gear is engaged

just trying to grasp the situation here: I am assuming that it will not fire means it is cranking but not starting.... pull the plugs and have them laying where you can see if they are sparking, if they are then the coil is good, this means that the gas is not getting to the plugs, you will need to disconnect the gas line on the fuel filter, gas should come out of the hose, if not then the line or the bottom of the tank is clogged, if it does then hook it back up and disconnect the line after the filter, check for gas, if none the filter is clogged, if yes then disconnect the gas line from the carburetor, same as before. Hi and welcome to FixYa, I am Kelly. I looked up the Model HF2216 via US Honda power sites and did not come up with a manual. If you would state your geographic (not home address) location and the engine number off of the engine. U know this is a V-twin but not sure of the Hp rating and need the engine number for service manaul data.
What your describing sounds like an automatic choke that needs adjusted. Pass me the engine number and I will get you the data.

I have had similiar problem with the Sabre machine. On mine if the parking brake is set, and seat safety is closed and you pull down the blade engagement slightly further then the disengaged position the key will work. The only problem i continuously have even after replacing the battery is the low amperage cranking on ccold start...once warmed up starts no problem without the boost. I wonder if these machines typically have either a resistor built into the key switch which limits too much cranking power or if its something to do with the crank being sealed so tight as i also find it cranks over alot easier with the oil cap loosened up...just dont forget to tighten after starting!
