i've had this problem myself setting up a wirless router connected to a ADSL 2+ modem
Pretty much both 'routers' compete to give everyone in the network an IP adress and get all muddled up between each other. So what i found that works is to turn off the option to automatically give everyone an IP adress/DCHP option on the modem and plug it directly into one of the network ports on the router (not the modem port). (changing the settings is done by connecting to the IP adress through windows explorer. ur manual should be able to help you with this)
Hope this works for you

just reset the router... do you know how?
there is a small hidden button on it that you must press and hold for some minutes firs with the router powered and then with the router not connected to power line... Try this at leas 2 times with and 2 time without power, then try accessing the router as if it were new... with the default pass that comes in the manual...

SOURCE: Can't bring up Setup Wizard
yeah the same problem. not able to launch the wizard from the URL.
Actually i was trying to change the password for the wireless secure access and i tried typing different combinations and got in problem, then thought of doing a reset and start again the whole configuration, so i did used the reset hole and followed the instructions as listed in the document (ie like doing the configuration for first time). after restarting computer and access the http://192.168.0.1 URL, nothing happens, i'm not able to get the setup wizard. I also noticed that the LEDs are displaying properly as mentioned in the manual... now.. how to get it setup wizard....

SOURCE: Easy Install wizard problem
What you can do to fix this problem is not use the install program at all.
To configure your router, in your web browser's address bar, put the IP address of your router (Another belkin router's default IP was 192.168.2.1 out of the box) and click on go. This should bring you to the routers setup, and the password by default is blank.

First, Go START | RUN... and type CMD.
When black windows apears, type ipconfig and write down the gateway. This is the address you have to use on your browser. The router will most probaly ask a login and password. Try admin for login and password. It change form manuf. to manuf. Search your Manual for Default Password.
