My mom has an RCA Tru-Flat TV, model 27F530TYX3. She hit a wrong button the other day and now it won't do anything but go to the menu. I've figured out that parental controls are probably on, but when I try to access the parental control options it is asking for a password (which she never had). I was reading online how to reset the password by pushing the 2 buttons on the front panel of the TV (can't remember which 2), but when I do that it says that the front panel is blocked. Problem is I can't access the parental control options without a password to turn off the front panel block, and with the front panel blocked I can't reset the password. Any help would be appreciated.

Problem fixed. I unplugged the TV for 20+ seconds, then before plugging it back in, I shorted ac plug prongs together with a metal key to ensure complete discharge. Plugged TV back in and used procedure to reset password WITH ONE CHANGE TO THE PROCEDURE.
With TV turned OFF press and hold <CLEAR> button on the remote while pressing <VOLUME DOWN> button on the TV, hold until TV turns on. When the menu appears DO NOT RESET THE PARENTAL CONTROL CODE as the user guide instructs. When my menu appeared it was in the SETUP screen on the LANGUAGE setting. It was set to SPANISH, using the remote I navigated to ENGLISH. Then using the remote I navigated up to GO BACK. Then I navigated to EXIT and hit <OK> button on the remote. All was back to normal.

It sounds like there is a possiblity that something is failing in the power supplie or the scan circuits. This can be anything from a failing component(s) to a cold solder connection.
I also found with the RCA sets that when there are intermittant failures they are very sensitive to have their EPROM programing go corrupted. This is something that only the RCA factory service rep, or a TV shop who has the knowledge about it, has the setup, and can re-program it.

I am an electronics technician who just happened have been given the same set as you because it was giving the previous owner the same problem. Since I am confident in my trade, I took the set and diagnosed noise in the remote receivers input to the cpu.
What this means is that a capacitor( or something) wasn't working properly and was either not filtering the noise out or it was introducing noise into the data stream that controls the TV through your remote control.
My fix was to essentially cut out the entire remote control input to the TV. Since I have a directtv box to give me remote control, I don't care if the TV's remote works anyway.
The way I did this was to open up the unit and find the front I/O board were the buttons meet the switches for power,chaennel, volume, etc. On that board there is a plug with white wires and one black wire. The two wires to cut are the one next to the black wire and the one all the way at the other end of the black wire. These two wires are easy to splice back if you do not like the results of this procedure so that there is really no risk of damaging your set. If you wish to verify the proper wires to cut, they are the two wires that come from the IR receiver's side of the board YET DO NOT GO TO THE OTHER SIDE WITH THE BUTTONS! There is one wire that does indeed go to both sides.
This may not be a perfect solution but it is free. I hope that this will help someone out there.

If you forget your password, you can reset it. Make sure the TV is off.
Press VOL- on the TV's front panel and then CLEAR on the remote for
approximately 5 seconds. The TV will turn on. Enter a new password
the next time you access the PARENTAL CONTROL menu or the TIME
menu.
