SOURCE: want to change my sharp hd tv from 480i to 1080p
You Can Not Change. The TV Recognize the signal on the INPUT.
If the signal is 480i than the tv shows 480i
If the signal is 1080p than the tv shows 1080p (if supported)
If you try with your areal antenna (for now digital broadcast is maximum 1080i (in USA) The TV itself doesnt "upconvert" lower resolution signals.

It wouldn't be through the tv. It would be at the source. IE cable box, dvd player etc...

The TV resolution is set by the video sources, not at the TV, in this case, your Dish network box is the one that is sending out 480p so the TV will display what it is being fed with.
What does Dish TV say aboyt this problem? How about the setup menu on the Dish network box?
Your TV works the same as your PC monitor, except that your monitor does not have a tuner, you adjust the resolution at the PC not at the monitor. 480p in = 480p display.

SOURCE: how do i change my hisense hd tv from 7209 to 1080p
The TV makes the switch on it's own. It will know when you have a 1080 P signal in and automatically change resolution.

If you still have back light, then the T-con is probably defective. If you don't have back light, then you either have a bad power board/inverter or a defective panel
