I believe this would mean that your battery either has a low charge or if you have the AC power cord plugged in, it could mean your battery is bad and won't take a charge

Is it an amber lightning bolt? (I am assuming thats what you mean by UNDER lightning symbol)
That is the charging symbol for your battery, it means your battery is being charged by your power adapter.

You should talk to a Dell support specialist. The blinks are actually a code that tells you exactly what is wrong with it.

that means your laptop has no power so your battery is dead which would explain why it shut down on you, and that means its not charging so it would either be the adapter or the port on your laptop
