How to change vacuum belt

You didn't specify what kind of vacuum cleaner. Most machines have a bottom plate that needs removal to access the belt. If you had to ask ( as you did ) you are probably better off taking it to a vacuum repair shop to have it done. Most vacs need to be serviced annually. A belt replacement would only cost you $10 at my shop, so it's not that much to have it done.

My bissell 82h1 vacuum smells like burning rubber. Is there a solution?

first off, stop using it til you figure out the problem.......and it sounds like something is binding up on the motor, or is slipping where the belt drive is connected.....if you are handy, look at the belt and check for wear....on my kirby it was cake....not sure about yours.....once you get it open to see the may better determine the problem by the condition of the belt what the issue is.....probably needs a new belt and a good cleaning [ the part that the belt touches should be dirt and oil free

A cuboida water tank is 6m long , 5m wide and 4.5m deep. How many L of water can it hold

A tank that big is as big as an average garage but here is the volume:
6m x 5m x 4m is 60 decimeters by 50 decimeters by 45 decimeters whitch is 35000 cubic decimeters which is 35000 litres.

Unless you mean 60 cm x 50 cm x 45 cm which equals 135 litres.

Better bar doesn't rotate, kenmore whispertone 100

Most likely your belt wore out and broke.
Here is a handy vacuum repair tutorial that should get you back cleaning.

Below is a short excerpt from the instructions. The link above will take you to the full version with images.
When your vacuum starts to lose cleaning power, requiring multiple passes to get an area clean, or the self-propulsion loses its zip, chances are you need to change the vacuum agitator belt. After only a few months of use, most vacuum belts stretch out enough to slip, causing the agitator to spin more slowly.
Replacing the belt is quick and inexpensive. New belts are available starting at about $5. Belts come in numerous brands and sizes, so bring the old one to the store for a guaranteed match.
Fifteen minutes, two screwdrivers and a new belt are all you’ll typically need to complete the job.

Need to change a belt on a Dyson animal 14

This is a very DIFFICULT endeavor that is better left to a vacuum shop if your Dyson has a clutch system. Chances are, you'll have to have the clutch replaced.
