If you know how to remove the right dust cover (black inside the T/W below the carrier) next to the R. side frame is the correction set up mech. spray some WD40 on the arms especially where they pivot, they should free up.

Usually very little value to old typewriters. Too many made. Either put on e-bay and see if you can get $20-25 or put in a garage sale. If you're in no hurry, keep it in the attic for another 20 years and see if the market improves! :)

check underneath if there is something stuck under the carriage.
pass your hand on the ironpipe of the carriage,if it is sticky. take a towel put some oil 3inone on it and sweep the bar.
if the dont help, get a technician to check the motor.
