Windows 10 won't recognize my Lumix DMC-FZ40. Is there a firmware update or driver update that might help? My firmware version is 1.0.

Unfortunately, as the camera is over six years old now, it is unlikely that a driver will be available. For a firmware update, check on the manufacturer's website.
The best way to transfer your images is to put the media card into a separate USB card reader, which Windows 10 should treat as just another disc drive.

SYSTEM ERROR (O.I.S) ...

O.I.S. stands for Optical Image Stabilizer, the error is probably the result of the lens locating pings slipping and the gear teeth are out of sync. This in NOT a home fix, it is considered a 'fatal error' If it is under warranty return it to Panasonic, if not go to KEH.com and request a quote on a repair. Inside the camera is a HIGH VOLTAGE AC MAINS CAPACITOR, and it can produce an electric shock that can be fatal.

SYSTEM ERROR (O.I.S)

"System Error ( O.I.S. )" is indicating that you have a problem with the optical image stabilizer of the camera. It keeps the lens stable when shooting. You might try removing the battery and see if the camera resets, but it may need to be looked at.

How do you get the pictures out of built in memory

You can use the Copy command in the playback menu to copy pictures from the internal memory to a memory card. The full details are in "[COPY]" in the "Advanced (Playback)" section of the advanced features manual (page 170 in my copy). If you need a manual, you can download "Basic Operating Instructions" at
http://service.us.panasonic.com/OPERMANPDF/DMCFZ40.PDF
and "Operating Instruction for advanced features" at
http://service.us.panasonic.com/OPERMANPDF/DMCFZ40-ADV.PDF
