Check your memory card(s) you may have a bad on or two, and if that doesn't work then sounds like the mother board has become defective and needs replacing, but the ram Memory would be the cheeper fix first.

Remove cmos battery and then replace it after 3 mins or so,
Try rebooting
If no luck, remove ram modules one at a time and retest
unplug all but hdd and power connector to mobo, cpu and hard drive and retest.

failing that, could be a surge of electricity has damaged your mobo

I cant start my dell latitude d410, more precise i can start it in like 1 time out of 50 tries, regardless if i plug in battery or try just with ac power. it lites 1st led for main power, just flashes...

From what you describe, the boot failure is most likely a failing hard disk drive that is very slow to get up to speed. As far as the battery, since the D410 has been out of production for several years and the battery expectancy is about 30 months, the battery and HDD like both need replacement

Yes, this problem is normally caused by one or both of the fuses have blown on the logic board.

Sounds as if the board is starting to fail. Try what I've listed bellow. If that doesn't work then try a bios flash. If it's still giving you the same problem after trying all of these, then I'm afraid you'll have to replace the motherboard.

Try removing the jumper from the harddrive, then restart
or
Take the jumper off restart, shut down, then put it back on again
or
Remove the CMOS battery from system board and boot once . After booting shutdown your system and insert the battery back, start your system and press F1 next time it won't ask you to press F1. Reset your BIOS after that (time, date, etc.)

Please let me know.
