There doesn't seem to be enough pressure. If it is connected with the sprinklers, you might have to separate the two. You can try to increase the pressure but be sure not to break the sprinkler system.

Is this a MQ3-35??? If so, it is most likely the capacitor. This is easy to replace. Take out the 4 screws from the push button cover. The capacitor is the white plastic cylinder with wires plugged in the top. Put the wires in the new capacitor exactly the same as the old one. Be sure to unplug that pump before you do anything.

it might be that the pump is prewired at 230 volt and you are running a 115 power supply to it, if motor just humms and little water comes out this might be your fix

the bleeders or solenoids are probably open or loose on all the zone valves.close each of the bleeders and the water in each zone will stop.The zone valves are usually installed ad part of a manifold enclosed in a green box installed flush to the grade or grass. Pull the cover off to expose the zone valves

Sounds like this is an issue of gravity allowing the lower level fountains to take all the water from the central (higher) fountain.
The pump needs to either be much stronger OR you will need to restrict the flow out of the lower fountains until the upper fountain starts to work OR reduce the number of lower fountains (this is just another way of restricting the flow out of the lower fountains).
I don't have details of your pump and fountain models but you won't get water up to the higher fountain if it can flow out of the lower fountains faster than you can pump it.
