The Macs that you can install windows on need to have an Intel processor. Usually old old macs as you said are using PowerPC CPU.
To check the list of Mac computers that support installing windows (BootCamp) , you can check this list:
http://support.apple.com/kb/ht5634

As for the part where the Mac won't start up. This depends on it's a hardware or software issue.

You can't - well - depends on which Mac you have.. If it's a relatively recent one with an Intel chip, then you can use BootCamp to boot directly into a Windows OS.. Or you can install VirtualBox and do it that way with the Windows OS running simultaneously with the Mac OS. If it's a non-Intel CPU, then you're out of luck.

I INSTALL WINDOW XP 2006 IN MY MAC BUT NOW WHEN I START MY LAPTOP THEN I HAVE SEEN MESSAGE NO BOOT DEVICE PRESS ANY KEY MEANS MY WINDOW IS NOT OPEN

When you turn on the computer again, hold the Option (a.k.a. the Apple key) and a new screen should pop up asking with partition you want to boot into.

How do I unlock my macbook,I forgot my password

  1. Start up from a Mac OS X Install disc (one whose version is closest to the version of Mac OS X installed). Usually, you can start from the disc by putting it in your computer, restarting, and holding the C key. Or, put it in the computer and click the Install or Restore icon you see in the disc's main window (after which the computer will start from the disc without you needing to hold C). Or, you can use Startup Manager or the Startup Disk preference pane to select the Install disc.
  2. Choose a language, click the arrow button to continue,
  3. Mac OS X v10.6 or later: Choose Password Reset from the Utilities menu.
Mac OS X v10.5 or v10.4: Choose Reset Password from the Utilities menu.
Mac OS X v10.3: Choose Reset Password from the Installer menu.

Folder with blinking question mark in it after start-up

Folder with a blinking question mark means a missing system folder, in other words there isn't an OS installed. To fix this you need to boot from the OS X installer CD. With the OS X installer CD in the drive, hold down the C key on your keyboard when you start your mac. This tells the mac to boot from the optical drive (i.e. CD drive) and load the OS X installer. From there just follow the onscreen instructions to install OS X.
Also, you should be aware that the ibook is not compatible with Windows XP. Only the newer “intel macs” of the past few years are compatible with XP. Your mac predates Apple's transition to intel processors and Windows XP compatibility on the mac platform by a few years. This is why your Windows XP CD didn't load on it. The ibook is Mac OS X only.
It only runs on Mac OS X however it is compatible with newer versions of the OS. 10.2 jaguar is kind of old and a little buggy. You may want to consider installing 10.4 Tiger for improved stability and performance. Avoid the newest version (10.5 Leopard) as it is geared towards newer and faster machines.
Hope this helps. Enjoy your mac
