Open the case, remove the cpu cooling fan, then remove the cpu itself. Under the cpu you will see many small pins. Cut off the one closest to the bottom left. This will permanently remove your SMPS so be sure before proceeding.
Amber light means that a major hardware failure has occurred. Since it's an Optiplex then surely it has to do with the motherboard, the capacitors have failed. You must replace the motherboard and reinstall Windows.
Most of the early Optiplex systems had poor ventilation fot their power supplies. Most of this was with their desktop Optiplex, and not their Tower models.
