Based upon the rule that adverbs modify verbs, I would say NO. The word "will" HELPS the verb, but doesn't modify it. "Cook" doesn't change in any way as a result of the word "will".

If you said quickly cook, or slowly cook, now the words quickly and slowly modify the verb cook. These are examples of adverbs.

A brave dog quickly run to the rescue is a gerund. Subject of gerund is dog with a and brave as modifiers. Run is verb of gerund with quickly the adverb modifying. To the rescue is a prepositional phrase. To is the preposition, rescue the object of to and the a modifier. And here I though my 8th grade talents were no longer needed. You may consider my sentence from your example. "The horse raced past the barn fell"

An adverb is added to a verb to modify the meaning of the verb. E.g, ate quickly, ran slowly, drove fast. An adverb qualifies the verb with which it rides. It is added to an action verb to add more meaning to the verb.

An adverb most often modifies a verb or a verb phrase. It provides information about the manner, place, time, frequency, certainty, or other things about the verb or verb phrase in the sentence.

We'll look at the verbs - CRY and RANG. Now look at the words that make those verbs come to life in this sentence - suddenly, spine-tingling. a night creature, these words describe the verbs. Take these word out and see how uneventful this story is. In this sentence the adjectives and the adverbs are the same.
