Question about Rockstar Games Grand Theft Auto: San Andreas for Windows
Check the system requierments for the game, and compare those to your pc, see if your pc isn't just too old. If you have done that and you should be able to play the game with your pc, then try updating your drivers, that helps a lot most of the time. Also you could try to set the graphics of the game lower in the gamesettings.
With the cheats.... not going to help you, but shouldn't be too hard to find cheats
