You haven't specified the Brand or Model number of your flat panel tv. Yet I'm answering to this enquiry, assuming that yours' is an ordinary 19" flat screen TV.
For most the TVs, this fault will be due to the base socket of the picure tube. You can locate this socket at the picture tube base card, directly soldered to it. This socket is otherwise commercially known as picture tube base. It connects the picture tube pins to the rest of the circuit, and can be detached from the base of the picture tube by a light backward pull.
You just open your TV and pull out the base card from the picture tube neck. Care should be taken not to shake the board sideways or up and down movement, as this may damage the pins of the picture tube, or can cause a crack in picture tube neck. The neck of the picture tube is very thin, relateve to other part of it, and have a chance to break easly. So be very carefull when detach the board out of it.
Resolder the base socket out of it, detach the Focus wire attached, in some cases, there will be an other wire too, screen voltage wire. Go for a same type and pin confuguration. You can select whichever companys product; provided the pin confuguration. The material used to manufacture it is very important. It should be of good quality; otherwise the fault will occur within a short period of time again.
