that means that you have a trunking system that has no sites assigned to it. If you do not have a 3rd party PC software, download PSREdit 500 from here ( 30 day free trial) Upload to the program then back to the radio and it will clear the heap error. http://www.psredit.com/psredit500/download.html

No. Dog tracking systems operate in the 216 to 220 MHz range, frequencies that are allocated to Amateur radio and telemetry/radio location, and scanners do not cover these frequencies. Even if you could receive the signal, all you would hear is digital hash/noise that would not give you any tracking/location information. The tracking systems only work with their dedicated receivers/display units.

Your scanner covers conventional frequencies as well as a variety of trunking systems. Programming steps can be detailed, and they vary according to the system being worked, so it's not practical to attempt a full programming tutorial in this short response. I know that i had to put in some new frequecie # when the scanners all went to digital. you may need the new # for it.
