what is the reason why you need to acess the shifter is the reason due to not being able to shift gears while steping on brake pedal could be shifter release actuator you should hear a selinoid releaseing the park release pin in shifter every time you hit the break pedal tap brake pedal an listen for the shifter release selinoid in steering coloum if not its the brake light pedal switch or release selinoid in steering coloum

Under the dashboard in the area of the steering coloum . Its a 19 pin connector and is standard to all amreican vehicles and most forigin cars and trucks after 1996 and there all in this general area

did u check all the bulbs..if so look for a short where the wire might warm up and expand and touch bare metal..

the wiring on the steering wheel hooked up to the horn may have come undone or even around the steering colum there are two screws on the bottom of the coloum you can remove to acces the wiring, check to see if you may have a chaffed wire or even a cut wire
