Question about Dell Inspiron 1521 Notebook
I just bought a new power adapter for my dell and it will run but won't charge the battery. At boot up I get a unrecognized ac adapter error
There are different types of Dell power adapters, some of them put out different amounts of power. While it is possible that the battery is faulty, it is more likely, given your error message that the adaptor is wrong. If you got it from Dell, you can call them and they will exchange it.

Tips for a great answer:
Remove the battery from its compartment on the side of your Dell Inspiron laptop computer.
Remove the power adapter from its plug on the side of the Dell Inspiron (if your laptop is currently plugged into a wall outlet).
Press down and hold the "Power" button on the laptop for one to two minutes. This will dispel the excess electrical current that is built up inside the laptop.
Put the battery back inside the compartment of your Dell Inspiron.
Plug your power adapter back into the side of the Dell Inspiron. Press "Power." Your laptop computer will now turn on.
hope this helps

There is high possibility that your adapter is stuffed. Dell have built in a recognition circuitry
into the 65w adapters and when that goes, the system will no longer recognize
it as a 65w adapter even though it is still putting out 65w. The system then
shuts off the battery recharge circuit and to make matters worse it won't even
charge the battery when the computer is off. It also
speedsteps the processor down to half its speed so everything runs slower. Only
option is to stick with a slow computer that can't be used on batteries or buy
another ac adapter.
you do not want to pay $80 for a original adapter directly from dell,
there is an alternative choice to get an 3rd party charger, check this
