Because of admin privileges how can I play Youtube videos?
If you don't have administrative permission to install programs on your machines, then its highly likely that you are in a domain controlled environment like a school (am I getting close?), or other organisation.
The reason administrative permission is required is to protect the domain from damage by malware and copyright protection etcetera.
In short, the administrator doesn't want you to view video and trying to circumnavigate him will lead to tears.
Besides, any solution that would allow you to do this would require an installation and you cant do that since you're not an admin.

Have you tried another browser? like Mozilla firefox or google chrome? Adobe flash player doesnt work on 64-bit Internet explorer and that usually is the cause of your problem. You can try opening a 32-bit internet explorer on your system though and check if youtube will work.
click on my computer, then double click on drive C. Look for the folder that has X86 on it. open it and look for the internet explorer folder. open it again and then double click on the icon that says Iexplore. It will open a 32-bit internet explorer. if that wont work. go to mozilla.com and download firefox.

Make sure firefox is the latest version.
Go to tools / add ons / pluggins and see if flash is there, if not pop over to Adobe and download the latest version.
If you have a failed/damaged installation, go to add/remove programs and uninstall flash if you can, then use a registry cleaning program, i use the registry cleaner built into CC Cleaner, and run the registry cleaner, you should now be able to download and install flash
