dishes do not shine and silverware has a film over it - but not all the dishes or silverware in the same load appear this way. Dishes are always rinsed before being put in the dishwasher.

This problem occurs due to excessive calcium build up inside the dishwasher. Try cleaning you dishwasher using a dishwasher cleaner.
