While in use, the message appears that Battery level is critically low and it it powering itself off. Even though I attempted to charge it in an outlet and I leave it charging in the car while in use, always. It's become basically useless

Its battery is weak. Even though it shows full; when the O/S loads, the CPU of the phone will take large amount of current, and the battery is unable to supply it during that time. In short; the current storing capacity; at least 1.2AMPs, should be there with the battery, but now there is not. It won't hold charge; in terms of current.

I've gone through exactly what your're going through right now. I'm sorry to say but your battery is dead, you need to get it replaced. It can be replaced under warranty, if you have it.
To avoid this kind of a problem in future take care that you: 1. Don't let the battery drain out after your PC warns about low battery. 2. Try to maintain it's charge when you are not using it for days. The self discharge of the battery may take it below the critical level even when you're not using it. So keep charging it even when you're not using it. 3. Preferably use your laptop on external power supply (keep it on charging while using it whenever possible), charging it even when the battery is full doesn't hurt. 4. Let it have a charging and discharging cycle at least once in two weeks.
The above steps will help you maintain a good health of your battery and avoid the problem you're in currently.

I hope you're still reading this but I had exactly the same problem with the Ixus 255 HS as you describe (full battery - false message - filled battery icon when looking to pictures on the memory card).
After some failed rescue attempts (recharging, completely discharging, 10 second hold of on/off button), I think I finally found it: put a small piece of paper or carton in between the battery opening door and the battery. This pushes the battery a couple of millimeters deeper in the battery bay and ensures a good contact between battery and pins at the other end.
Seems like Canon were a bit cheap on the plastic levers that secure the battery ... or perhaps they erode after some time of usage. This type of camera is often exposed to more aggressive conditions than the bigger, more expensive camera's out there :)

Try to perfrom power drain. You must first turn off the computer. Take out the battery and unplug the power adapter. Press and hold the power button for 30 secs. Put the batter back in, plug in the power adapter and power ip the computer then observe.
Im not sure but there is normally a button somwhere on the laptop which acts a a reboot button. normally very small and have to press it using a pin etc. You could try that then turn it on but not sure if it will help?

Your power settings may be set up to inform you at 90% the battery is getting low.
Go to control panel, Performance and Maintaince(only in catigory view), Power Settings click Alarms tab and adjust the sliders to the desired.
Go to control panel, click change battery settings, find the option selected click the link below it saying Change Plan Settings, click the link change advanced power settings, go to the battery section and adjust the low battery level and critical level.
