Problem fixed. I unplugged the TV for 20+ seconds, then before plugging it back in, I shorted ac plug prongs together with a metal key to ensure complete discharge. Plugged TV back in and used procedure to reset password WITH ONE CHANGE TO THE PROCEDURE.
With TV turned OFF press and hold <CLEAR> button on the remote while pressing <VOLUME DOWN> button on the TV, hold until TV turns on. When the menu appears DO NOT RESET THE PARENTAL CONTROL CODE as the user guide instructs. When my menu appeared it was in the SETUP screen on the LANGUAGE setting. It was set to SPANISH, using the remote I navigated to ENGLISH. Then using the remote I navigated up to GO BACK. Then I navigated to EXIT and hit <OK> button on the remote. All was back to normal.

You need the factory remote only for this model of set!
Contact the service rep for your set and order a new remote.
As for the service mode, most RCA sets require an external service interface.
In many models of sets, the results and commands are in HEX. You will need the service manuals, hardware interface, and instrumentation to do proper setups and adjustments.
As for accuracy of adjustments, from factory these sets were very accurate. If there are changes, this is due to failing parts, and not from adjustments going out. The setups are all uPC controled and are exact. The set should be serviced to make it work properly, and not adjusted to offset faults.

There could be several things that can cause this:
1. There are no analog channels in your area.
2. Check the menu setup and verify that you select the proper input (antenna, cable, etc).
3. The TV tuner is defective
Try using the composite input on the TV (there are normally 3 jacks per input). Yellow for video and red and black for audio. If you dont have the proper cable, pick one up in you local 99 cent store or an electronic store.
Connect the "output" of your device (VCR, cable box, Tivo, dvd player, etc) to the "input" on the TV. Then use your TV remote to select the proper input.
