Question about Dell 210W Optiplex GX270 NPS-210 AB Power Supply (T0259) Power Supply
Fuse is good
Put 5 Watt resistor between Ground (BLACK wire) and 5V ( RED wire).
Or Just connect PC FUN / COOLER to RED and BLACK wires.
AND also don't forget connect Green and ANY Black (Ground) wire together to start power supply Unit every time.
Power Supply unit will start on every time you give connection between Green and BLACK wire.
Tested with my Dell NPS-210AB works perfectly. It is all about putting a phantom load ;))

Try switching it with one that you are certain works just to make sure it didnt blow or that your computer is working alright. or, using a multimeter, try and check for any current flowing to any of the connectors...
