Here are the 3 possible solutions to this problem,
SOLUTION 1 :-
Make sure the you have the Service Pack 1 installed for you vista computer.
You can find it out by opening the run command and type "winver" (without quotes) there. If it's not showing SP1 please update Windows Vista to Service Pack 1 which includes the update to fix this problem as this was the problem when vista was launched but fixed with SP1.
If updating vista does not resolve the issue try the solution provided below:
SOLUTION 2 :-
Manually locate the driver within the Vista operating system.
Microsoft Windows Vista may not find any driver for the device that is plugged in the USB port because the usbstor.inf (for MSC device) or wpdmtp.inf (for MTP enabled devices) is not present inside the C:\Windows\INF folder.
To resolve this issue, you must copy the driver files to the C:\Windows\INF folder.
Browse to the following folder:
1. C:\Windows\System32\DriverStore\FileRepository.
2. Look for the folder that starts with usbstor.inf_.
3. Copy all the files inside this folder to C:\Windows\INF.
4. Disconnect and reconnect the device.
If the problem still persists, try this Solution:
SOLUTION 3 :-
Clear hidden devices and make changes to the Registry
First backup your registry by following these steps,
1. Click Start
2. Type regedit on the start search field, then press Enter.
3. Click File then select Export.
4. Under Export Range select All.
5. Type in the desired name to be saved.
STEP 2 - Remove Hidden Devices
1. Click Start..
2. Type cmd on the start search field , then press Enter.
2. Type set DEVMGR_SHOW_DETAILS=1 and press Enter.
3. Type set DEVMGR_SHOW_NONPRESENT_DEVICES=1 and press Enter.
4. Type start devmgmt.msc and press Enter.
5. Device Manager window will appear
5. Click View, then select Show hidden devices.
6. Click + to expand Imaging devices, Unknown devices, and USB devices.
7. Verify if there are any devices and unknown devices (including grayed out devices). Uninstall.
STEP 3 - Remove all oem*.inf files
1. Click Start.
2. Type cmd on the start search field and press Enter.
3. In the command line, type in the following commands and press Enter after each command:
cd \windows\inf
ren infcache.1 *.old
ren oem*.inf *.old
del C:\windows\setupapi.log
exit
STEP 4 - Remove entries under HKEY_LOCAL_MACHINE\System\CurrentControlSet\Enum\USB
Remember,if you have a USB keyboard or mouse, do not remove the VID entry for these devices, otherwise, Windows may not restart correctly.
1. Click Start
2. Type regedit on the start search field, then press Enter.
3. Click on the "+" symbol beside HKEY_LOCAL_MACHINE
4. Navigate to \System\CurrentControlSet\Enum\USB.
5. Highlight and delete all the VID_xxxx entries.
Please note that if you have a USB keyboard or mouse, do not remove the VID entry for these devices, otherwise, Windows may not restart correctly.
After this turn off your PC completely then with the PC turned off, plug the USB flash drive to a USB port and then turn on the PC.
Now, a New Hardware Detected balloon will appear and the USB drivers will load automatically.
Please let me know if the problem persists.

this might be a driver related problem
click start control panel administrive tools ,computer management ,device manager look through all of your devices if you see a yellow question mark?or exclamation mark ! or red x
right click to reinstall drivers or
if you can see your usb but its not working
ports(com&lpt)right click update driver
check the USB leads that attach to the motherboard usually red-white-green-black make sure they are securely seated and have no dust build up on them dust will cause static and a lot of unforeseen problems
if this fails to fix the problem
you might have to install a usb 2 or 3 card they are cheap and easy to install you can buy these on Ebay very cheap
