EasyNote R4250 - Unable to boot, even in safe mode...

A friend's Packard Bell EasyNote R2450 has been experiencing problems for quite a while - Windows was saying it was not a genuine version, general slowdown, strange activity, etc.
He was drawn into downloading 'spoof' anti-virus software, which, clearly, could have been a cause of such problems.
I offered to take a look, but I'm having trouble actually booting up. I've checked the bios settings, and all appears fine. I've tried to boot in safe mode, but that stops at the fourth process; .../system32/system, I believe.
He doesn't have access to the recovery CD - which could be a stumbling block.
Any ideas?

This is quite a stumbling block, if you have corrupt boot files, the only other way to fix this without the recovery cd is if you know how to reprogram the system32 boot log, Lord knows I don't. You could contact Packard Bell and see if they still have a recovery cd for this pc there email is supportqb@packarbell.com GL hope this helps.

Local help is wrong. Windows is "crashing" during a "normal" start-up. Reinstalling Windows might fix the problem. Or, it could be "bad" RAM -- remove all-but-one of the RAM sticks, and try again to boot. If it still fails, remove that stick, and insert one of the "removed" sticks, and try again.

Does it have a connection for an external monitor? If it does, connect a different monitor and see if anything shows up. The fact that you are not hearing any beeps really sounds like either your display is fried or you have a serious motherboard issue. Anyone else have an idea? I hate to tell you this friend but that laptop does not get a high rating for reliability. New?

There is not enough info here. Many things could be wrong. Are you actually plugging the VGA cable into the VGA port on the tv or computer? Does your tv even have a VGA input? Is your tbs input switched to the tv? Please contact me with questions.

If the laptop is more than two years old. Time to replace the battery. The power meter is not a reliable way of seeing a bad battery. If just one of the cells in the battery is bad it will not run your laptop , and the meter still would show 100%

Okay, since you can boot in safe mode, this indicates the problem is with a driver or service that is loading later in the boot sequence. The way to fix this is essentially done using a trial-and-error method of diagnosis. If you press, Win+R to get the Run... dialog box and enter 'msconfig' and press Enter, you will be presented with a dialog with several tabs. By disabling everything on the Startup tab and the Services tab and rebooting the machine, you will be in a mode similar to safe mode. Then, one-by-one, you can rerun the 'msconfig' utility adding one service at a time until you find the one that causes the computer to hang again. Once you find that one, simply disable it in the 'msconfig' utility again. Keep repeating this process until all of the services and startup programs have been re-enabled with the exceoption of any that caused the computer to hang on startup (there will normally only be one of these).

try press f5 when system is starting up then go safe mode, then try to restore your system to earlier setting with system restore. system restore is located on start/accesories/systemtools/system restore.

This is hard you have to take the laptop apart to get to the ram. but you have to remove the screen to get to the case screws.
