Good 2500w generator and my r/v Dometic 13,500 a/c.
Not wanting to pay 2000.00 for a Honda 3000i quiet generator, I found what I believe is a good 2500w new gen. Would it reasonably power my single a/c, maybe the fridge and limited lighting in our trailer?

The 2500w gen. is good for approxiamtly 20a. so, you have to look at the initial draw on start up of a\c, ur 13.5k unit will pull around 10amps under load. Refridge, pulls probably 10a. so, there's the math of it. Check around on my figures, I'm not always right, but, I come close enough to it.

To check capacitor, take it off and male a assembly with a 100W lamp in series with the capacittor, if the lamp turns on good, it means you have good chances that the capacitor is faily good condition

The simplest answere to start is it' looks like the compressor is the ssue." Either it has siezed"or in my oppinion needs a proper household power to activate it. If the voltage drop on these units is a little below a certain value, it will not start and will burn out. Thats why i suggest a household power be tried first. I feel your generator is a little undersized. You will only know once you have applied household power.
When you say loud, do you mean as in airflow noise, or vibration like noise? I take it this is a ducted system as well. Does it have quik cool option on ceiling assy.?
