This sounds like a bad ink cartridge or refill job. Often you can get a new printer, better than the old one, with cartridges, for the same price as the new cartridges.

Vertical smudges across entire page getting worse with every print

If it is a laser printer, it almost sounds like either a fuser issue or a voltage issue. Is the smudge properly bonded to the page or does it smear off. If it is not bonded then the fuser is the problem. If it is fused then likely you either have a bad photoconductor or a power issue. Make sure that the printer is plugged into the wall and not on the same circuit as high draw items like heaters or AC units.

The document printed from samsung scx 4200 printer has smudges and dots.

When you say smudges, can you wipe the toner from the page with your fingers; or is it just smearing when it prints; but, the toner is affixed to the paper?

1) If you can smear it with your fingers; replace the fuser. It's not heating the toner properly
2) If it is smearing, but sticking; replace the DRUM.

The print looks like it's out of register - the printing leaves a shadow around the words - like smudges

this sound sliek there is a fuser issue. you will want to run a cleanign for this unit if the software provides it or try running the prints at different quality.

this could be a drum issue as well but usually when this happens it means the fuser is not achieving the correct tempurature to properly adhear the toner to the paper causing a smear

The ink seems to smear or drag down the page.

What normally causes that condition is a worn or dirty wiper blade. That blade is located between the print head and the drum. Is will not clean properly between prints.
There is a possibility that the maintenance kit could be the problem depending on how it was stored.
That is a roller impregnated with silicon lubricant, if it is stored standing on end, the lubricant will seep to one side and the opposite side will be pretty dry causing smears and streaks.
Also, have you gone into the tools mode and run the cycle to remove smears and smudges? That can help resolve your problem.
With the problem getting somewhat less as you run, I would take a good look at the maintenance kit just to see how it is cleaning. Look at the large roller and see if there are any sopts.

PIXMA 830 Smudges when printing envelopes

On my MP780, be careful to select the appropriate paper type; I was getting black smudges on the left side of my envelopes until I explicitly set that my paper type was "envelope" from "plain paper".
Another idea is to adjust the "ink drying wait time" to a higher level.
