Make sure the brushes turn freely when removed from the machine. There is a screen on most models to trap hair which will restrict airflow to the turbine if it is restricted. It's on the bottom on some models and under the little clear cover on the front of others.

Hi! The brushes can stop spinning if something is obstructing them such as carpet fibers, hair, dirt or debris. Remove the brushes from the cleaner by grasping the plastic outer housing and pulling firmly away from the cleaner. Remove any debris and run it under running water to clean. On the back of the brush-block assembly there's a plastic drive pin that rotates all the brushes when turned. Turn the drive pin and ensure that all brushes are making a complete 360° degree turn. If the brushes are getting stuck or if a brush falls out then the brush-block will need to be replaced. Follow the link here to order a replacement brush-block for the Steamvac Search Results. Below is a list of models this brush will fit. F5912-900, F5914-900F5915-100, F5915-900, F5915-905, F5917-900, F5918-900, FH50041, FH50042, FH50043, FH50044, FH50045, FH50046, FH50047, FH50048CA
Hope this helps!
Follow these steps if the Brushes Fail to Spin •If the brushes on your Hoover carpet cleaner fail to spin, there may be a problem---some sort of blockage---with the suction or with the belt that turns the brushes.
Turn the Hoover carpet cleaner over, and inspect the brush area. Debris, strings, or pet hair may be tangled in the rollers, keeping them from turning. Use a pair of scissors to cut away any obstructions in this area. Flip the Hoover carpet cleaner back over, and turn it on to see if cleaning the rollers has solved the problem.
To check the belt, turn the Hoover carpet cleaner over, and remove the bottom plate screw with a Phillips head screwdriver. Investigate the belt area to see if it is broken or has somehow slipped off. If it is broken, you can order a part from Hoover.com or from many of the other online parts stores.
When the belt arrives, simply slide it on in place of the broken belt, reattach the bottom plate and turn the Hoover carpet cleaner right-side up. Turn it on to test your solution.
The brushes turn by the airflow from the vacuum suction turning a turbine motor to spin the brushes. First try to spin the brushes by hand. If they won't turn it usually means the brushes are clogged with hair and debris or need replaced or the turbine could be seized up. If the brushes won't spin reach under the brushes and push the little tabs and remove the brush block asssembly from the machine. If the brushes spin freely after you remove them from the machine then that means that most likely the turbine is seized and will need to be repaced. If the turbine is not seized you may simply just have a clogged filter screen. Most steam vacs have a red screen filter either on top or underneath the machine. On the top it is under a little clear plastic cover that you have to pry off before you can pull the screen out to clean it. If it's underneath you can pull it out and clean it.
(1) Remove the brush block and assure the presence of the square drive pin on top of one brush. It should be about 1/4 inch square, two inches long to connect o the drive mechanism.
(2) Remove and clean the filter screen from the base, behind the brushes. Squeeze the two red tabs together, and pull down from the base. Clean the hiar/debris from the screen.
(3) Assure the Brush Speed knob on the hood is NOT set to the OFF position.
Hoover steamvacs don't use belts. If the brushes are not turning, pull the brush block out, turn the machine on and see if the square hole where the brush block was, is turning. If not then the turbine is bad. Sometimes you can take the turbine apart and clean it out. most times I have found , replace it.
The brushes spin by virtue of an air driven turbine. This turbine uses a little of the motor suction to turn a large fan which turns the brushes. If you look behind the clear glass window on the front right hand side of the machine, you will see a screen which acts as a filter to keep debris out of the turbine. If this screen becomes clogged, it will affect the flow of air to the turbine and the brushes will slow down or stop all togeather.
Also, if the lid of the recovery tank is not on correctly, the suction will be compromised and the brushes will not turn and the machine will not pick up water off the carpet.
