You can try to recover the program by goint into the program files and finding the program there
hold windows key and hit e
pulls up the my computer section select c drive (or main drive)
then go to the program files and find a folder named acer or crystal or do a search within the program files folder for the crystal eye name.
if you do locate the correct name .exe program you can hold right mouse and drap it to the desktop and let go then select copy here or create shortcut.
then you will have the program back on your desktop or do the same and drap over the start program and drap to whatever folder you would like for it to be in.

Check this first: Certain Acer laptops come with a built-in Webcam called the "Acer Crystal Eye." This Webcam is located in the center of your lid just above your LCD screen. Those models that possess this integrated Webcam also have a program with the same name. This "Acer Crystal Eye Webcam" program allows you to record video through your Webcam and save it on your hard drive.
Click "Start," "All Programs," "Acer Crystal Eye Webcam" and click the program shortcut of the same name. This opens up the Webcam where you can see yourself, but it hasn't started recording yet.
Click the video camera icon, which is the one second from the left under the video display. This starts recording the video.
Click the video camera icon again to stop recording and save your video. You can also delete the video by clicking the clip's thumbnail on the bottom panel and clicking the trashcan icon.
Locate the video file on your hard drive in your "My Videos" folder, which can be found inside your "My Documents" folder.
Click "Start." Click "All Programs." Open the "Crystal Eye Webcam" folder. Click "Acer Crystal Eye Webcam" to launch the webcam and turn on the camera. If "Acer Crystal Eye" isn't available on the Start Menu, go to "Acer," then click "Acer OrbiCam."
Click the drop-down menu on the toolbar to change the resolution. Click the gear icon to change the settings.
Click the camera icon to capture a photo. To turn off the Acer webcam, click the "X" button on the top of the window.
Try searching for the program for the webcam in the start menu. Press start, then type Acer and see if the Crystal Eye webcam software shows up in the list. If not you may need to re-download the software and/or drivers from Acer's website.
If you go to your start menu, look for a programme called 'acer crystal eye webcam' and that will bring up your webcam programme.
It is not in the folder 'Acer crystal eye webcam' though, just 'Crystal eye webcam'.
