Check to see if you have any of the of the 'call diverting' features turned on...
Check call diverting and call barring are NOT active.

did you insert a sim card into the phone?
If the sim card is already inserted, then it must be a network problem.
Its either the phone network is bad or your phone service provider does have a limited service at the moment.
Switch of the phone, remove the battery and sim card, put them back into the phone and try again.
If the problem still persists, maybe you should call your phone service provider.

took a while to find out how... settings >application settings >call > all calls >auto reject >reject list, then unmark the entry and save
