A radio keeps popping on how do you turn it off?

Interesting, almost want to ask why. Pull the power or the battery. Are you leaving the radio on, in a charger all the time, charging? Don't. The radio will go to full charge and stop charging, then go dead. Something is telling the charger to charge again, like a voltage change and the dead battery gets a charge, turning the radio mysteriously on.

I would think pulling the power would do it.
