When i press the power button the lights on the joystick go up down twice then blinks real fast this is a f-11 quickie i could really use some help right now thanks


The F-11 Quickie usually came with a VSI controller (joystick). You can go to the following link to determine your problem:

Penny and Giles, the manufacturer of this control gives some suggestions to diagnose the problem.
If you post with more specific information and some history such as age of unit, serial number, rehab seating or controls, tilt etc., I can give you more specific information.
The most common problem of the this chair relates to the large plug at the end of the VSI harness at the rear of the electronics tray. Unplug the large connector (9 pin) and the small connector (3 pin). Inspect for dirt and corrosion, discolored pins, and loose connections. Clean the connectors with spray electronic cleaner and the large pins (9 pin connector only) with a green synthetic scour pad (use a soft touch if gray and burnt). Clean and allow to dry before assembling. Hope this helps.
