It looks like the blue print head is blocked, have a look on ebay, you can get head cleaning kits for just a few £/$.

Replacement print heads usually work out more expensive than a replacement printer.

Blue ink not working


The printer head of your tri-color cartridge are damage and it needs to be replace that's why they don't have blue color to print.

Blue ink - printing problem


Hi,
Your Cyan cartridge is empty and need replacement. Maybe you can clean head of Cyan cartridge with alcohol but symptoms are the empty cartridge!

No black ink print. Prints in light blue


Cartriges have a shelf life. It's printing in blue either because it has dried up or is out. Different cartriges have different timelines but if you haven't been using the printer often, it could have dried up or is simply out of ink. I would suggest first to try cleaning the head of the cartrige where the ink comes out with alcohol and a Q-tip and then if that doesn't work, buying a new black cartrige.
