Do model No#PS-5221-06A2 have cd burner installed

Check in My Computer and/or Device Manager. If the drive has been installed properly, it will show in these 2 places. If it's not listed then you have a problem of non-detection and there are steps to fix this if your OS is Windows.

Cannot locate the fuse in the liteon power supply

The fuse is internal, and soldered to the circuit board. It can be replaced by soldering - an old-timers trick is to get a new fuse (with pig-tails) and just solder in parallel with the old - no removal needed.

Need to replace a Lite-on power supply witch came out of a Acer Aspire X1700 the power supply model # is PS-5221-06 need help finding replacement.

Yes, I see what you mean since your computer is an SFF, (Small Form Factor), and uses an SFF power supply. Hard to get a power supply replacement, much less the power switch for the power supply.

Some things to note about working on a personal computer power supply,

1.They use Electrolytic Capacitors inside them. The aluminum case, cylindrical looking objects. These 'Caps' are designed to slowly build up a charge, then release it all at once. They can hold a charge after being disconnected from power, for weeks, sometimes Months!
There are typically two large ones used in the Input Stage. These hold a LARGE charge! Touching the terminals on the bottom of a capacitor, or touching a circuit that they are in, can result in a bad shock, or even Fatal one!

2.The particular power supply you have, has a Soft Power On function built in. There is no switch cable from the front panel of the computer, to the power supply. The power supply can be plugged into power constantly, and needs no On/Off switch on the back. This switch could be removed, and the wires to it soldered together, with heat shrink tubing over the connection.

You DON'T need an On/Off switch on the power supply.

I have given you a solution in the form of information, but am NOT recommending you open your power supply, Nor work on it.
