It can take a very long time to get a keg of beer down in temperature. The heat transfer from a keg is slow due to the lack of air circulation inside the keg. You should also check your condenser coils, make sure they are clean. Door gasket should also be in good repair. Hope this helps.

the freon system is a sealed system. If you are adding freon, there is a leak. have the leak repaired and this should resolve the issue. Freon should not need filling but one time and only after the leak is located and repaired.

electrician do one thing, electricity. If the unit cools, the compressor is running. a power outage should not put the compressor in a "Weaken" state. I would check the starting components. don't overlook your surge protector causing a voltage drop. try running the unit without the protector.

as a general rule,coolers have the fans run 24/7. Freezers will have the fans shut off during the defrost cycle. If unit maintain temp., I'd not be concerned by it.
