I need to reconnect the throttle cable inside the poulan 446T trimmer motor chamber and am not exactly sure where it goes

ahh a poulan !! I'll bet that the throttle trigger assembly is loose enough to slide around on shaft ? if so first before you try to reconnect anything , your gonna need to get that back to factory position , (look for marks on shaft) once you do that its just a matter of moving the "L" shaped piece on the end of throttle cable up and then down thru the "D" shaped chrome piece's hole that's on top of carburetor , there should be only one hole that it will reach so there's no problem there after that retighten the trigger assembly and your done

How to disassemble the throttle/trigger assembly on at Husqvarna 150BT blower.

Internal or external snap rings usually require a special pair of pliers to remove. In absence, you might try a very pointed pair of needle nose pliers or even a pair of dental tools or similar. Once the ring begins to dislodge from its groove you should be able to work it out. Reinstallation might require the specific tool.

A Part broke off from my Yardman weedeater YM4570 the part that has two parts and are held by two springs which turns and expands when accelerates

The Yard-Man YM4570 is a nice 4-cycle gas trimmer.

It's hard to tell from your description, but the part you are referring to could possibly be related to the throttle assembly:

Throttle Housing & Trigger Assembly
Part Number: 753-04234

Throttle Trigger Spring
Part Number: 791-182690

Took throttle assembly off of my 2005 sportser. spring came off and i can't figure out how it goes back together.

The only spring that I know of that is at the throttle assembly on the handlebar is a tension spring that goes on the throttle lock tensioning device on the bottom of the throttle housing. It the thumb screw on the bottom of the throttle that you can turn to lock the throttle in a particular location or put a resistance on the throttle. It holds enough tension on the screw to keep it from turning and falling out.

Good Luck

It runs wide open all the time im wondering where idler arm setting is at

It sounds like the govenor spring has become disconnected or the clamp on the governor shaft has become loose and allowed the linkage to get out of adjustment. If problem has occurred suddenly it could mean the governor gear assembly inside the engine has broken and means the engine will need to be dismantrel to replace the governor gear assembly.
Check throttle linkage to see if spring is attached at both ends, one end on the throttle linkage and the other at the fixed point on the engine or to the end of the speed control lever. With engine stopped the spring should hold the throttle wide open and hand pressure on the linkage shoud be all that is needed to move throttle shaft closed to the idle position with no binding in the movement of the linkage.
If spring is OK and while engine is running, linkage should be able to be be moved to bring engine back to idle. If porblem has occurred gradually, then linkage will need re-adjusting. Loosen adjusting clamp on governor shaft, then holding linkage in wide open throttle position rotate shaft as far as it will go in the opposite direction to that requred to close throttle to idle . Re-tighten clamp.

How do I replace the starter pull rope on TB70SS?

You must first remove the shaft assembly by removing the Torx/Flathead screws that hold on the trigger. Then you remove 3 screws that hold the engine to the shaft. Next you can remove the shaft assembly and you will see 4 or so screws holding the black surround around the clutch. You need to remove this to get to the pullstarter. Once you get to the pullstarter make sure not to release the coiled spring or you'll have a hell of a time putting it back in. Typically that are behind the pullstarter assembly.

I took apart my new stihl ms 210 the throttle assembly anyway, where does the black wire connect to? there is a red wire connecting to a metal bracket that is coming from the same hole the black one is i...

On the Master Control Lever, you will notice a round reciever on the left side of the lever shaft. This holds the round terminal of the black wire in place. As the lever is rotated upward, the shaft brings the terminal of the black wire into contact with the flat brass spring (which belongs ON TOP of the lever shaft) and thereby stops the engine.
If the throttle trigger is pulled each time the lever is set to choke, this will never again be an issue. However, if the lever is pushed all the way down to choke and the throttle trigger isn't pulled, the linkage will malfunction again.
ALWAYS pull the throttle trigger before you set the choke.

Hope this helps,
Dolf-
